CRM Enhancement - Account & Stakeholder Management

Resolves several edge cases where the system incorrectly identified active accounts as dormant (or missed genuinely inactive ones). Accounts at exactly the KPI boundary are now correctly flagged, archived accounts are excluded from dormancy checks, and date calculations are consistent across timezone boundaries. Net result: fewer false escalation alerts and more reliable dormancy reporting.
